As an independent insurance agency in Dubuque, O’Connor & Associates and State Central Insurance has been committed to meeting the insurance needs of Iowa since 1972. History

Founded in 1972 by Frank R. O'Connor as a retail independent insurance agency that provided insurance products and services to Dubuque, Iowa and the surrounding area. The agency originally focused on property and liability insurance for individuals and businesses. Over time, financial services (individual and group life, health and disability) have become an integral component of its product offerings.

In 2004, O'Connor was acquired by State Central Financial Services, Inc., (SCFS), a subsidiary of State Central Bank of Keokuk, Iowa. In Dubuque, the agency continues to operate under its original name and management, and serves as the flagship office of the three agency locations.

State Central Insurance came into existence in 1996 with the acquisition of Kern Insurance of Fort Madison, by SCFS. The agency featured a full line of personal and commercial insurance products serving families and small businesses. A second office was opened in Keokuk in 2006 to support the growth of customers in Lee County, Illinois and Missouri.

The staff includes four producers (account executives) and seven support/customer service representatives. All members of the staff are licensed insurance agents.

While under the SCFS umbrella, both agencies work independently in their own communities, to serve customers for all of their insurance and financial service needs.

In October 2011, the O’Connor & Associates Insurance office consolidated with State Central Bank in Dubuque and are now located at 1805 John F. Kennedy Road.
